OBJECTIVES

The Total Defence Badge Programme is acollaboration between MOE and MINDEF (NEXUS), it aims to promote awareness of Total Defence among secondary school uniformed group pupils through participation in various activities organised by the programme.

Using a series of fun, hands-on activities, we hope to help pupils internalise the Total Defence message, as well as increase their commitment to the defence of Singapore.

GENERAL ADVICE TO SCHOOLS

As the Total Defence Badge programme consists of the various lesson plans to conduct the modules and various rubrics for assessments, it is the duty of the teachers in the CCA unit to conduct the programme.

Officers are encouraged to let their teachers to conduct the modules, unless they are teachers serving in mainstream schools themselves.

The Total Defence Badge Programme is also introduced across all uniformed groups, teachers who need help can approach teacher-officers or teachers-in-charge of other uniformed groups within the school to conduct the course for them if necessary.

As Total Defence Bronze Module Lesson is one of the criteria under the Corps Achievement Awards (CAA), all schools are to ensure that members are equipped with the basic knowledge on Total Defence.  This includes Secondary One members recruited in the current year. 

All members must go through Bronze Module before they can proceed to Silver Module, and then Gold Module.  There is no shortcut towards achieving the badge under the badge programme.

The duration for each module is defined as follows (in accordance to CPB Handbook 3rd Edition 2010):

For Secondary 1 cadets & newly recruited cadets from other levels (if any)

To be completed latest by the end of the year.

Total Defence

Silver

Six months after completing Total Defence Bronze Programme

Recommended Level: Sec 1 (in Sept) or Sec 2

Embark them on Part 3 of Total Defence Gold Programme and maintain records

Gold

Six months after completing Total Defence Silver Programme

Recommended Level: Secondary 3 cadets

Would have completed Part 3 of the module, to prepare for submission

Although the recommended timeframe to conduct a module is one year, schools are to exercise realistic timeframe before proceeding to conduct the next level.  The Commissioner of CPBS serves the right to withhold an application until a realistic time lapse (6 months after the previous module).


CHANGE IN THE AWARD OF CADET PROFICIENCY BADGE (new in 2010)
From June 2010, in order for cadets to achieve the Total Defence Badge (TDF/110) under CPBS, they must complete all modules (Gold, Silver and Bronze) of the Total Defence Course.

Schools are to work closely with the Zone CPB officers to carry out the badge lessons from January to May as part of the soft-launch, which will eventually roll out in June.  This is to ensure smooth transition when the criteria takes effect by then.

Cadets who have been awarded TDF/110 previously are not affected by this change.

CONDUCTING TOTAL DEFENCE GOLD MODULE (new in 2011)

In Total Defence Gold Module, the course comprises the following parts:

1. Discussion: Recap of Key Lessons (30 mins)

2. Total Defence Role Playing Game
    Compulsory Activity (1 hr 30 min)
    Students assume a role and deal with a range of scenarios related to Total Defence.

3. Get Involved in Total Defence! (Students to choose any 1 Option)
    Option 1: Participating in the Community Safety and Security Programme Camp (CSSP Camp)
    Option 2: Participating in the Total Defence ExploRally
    Option 3: Participating in Community Service

For Option 1 or 2: Schools must submit documentary proof of the cadets' participation in the event from the organisers.

For Option 3: Schools must submit detailed information of cadets' involvement in the Community Service.  The number of hours clocked must fulfill 30 hours over a period of 6 months (according to Community Care CPB criteria).

For 2011, the following members are advised to use record the Community Service hours accordingly:

(a) Secondary 3, 4 and 5 can use existing CIP hours recorded in School Cockpit as supporting documents.  Highlight the activities that are relevant.  They can use the record form to continue to clock the community service hours required.

     The following activities are not recognised
     -> CIP activities recorded in School Cockpit that are rendered in the school environment (ie. Class/School Leaders, Cleaning Classroom)
     -> SJAB public duties performed (reason being - public duties are already recorded in Brigade Forms)

(b) Secondary 1 and 2 members will start to use the suggested record forms accordingly.  All signatures by the respective organisation must be completed before submission.


POST COURSE ADMINISTRATIVE PROCEDURES
(revised information as at 1st January 2011)

Upon completion of each module, schools are to complete the following in order to earn the respective badges:

1.    Submit CPB-TDF Form (hardcopy with signature and school stamp) *

       (a) CPB-TDF (Bronze_Silver) for Bronze or Silver Module

       (b) CPB-TDF (Gold) for Gold Module


2.    Submit online application via the CPB Management System (after completing Gold Module)

* schools can submit the hardcopy form as supporting document in the CPB Management System.  Scan the document as PDF or JPG (150dpi or less) and attach together with the online application.


AWARD OF CERTIFICATES

When the processing is completed, participants will be awarded certificates.  All certificates will be given to schools by the respective Zone CPB Officers.

Both are awarded by NEXUS-MINDEF

For Silver Module
1. Total Defence Silver Certificate
2. Silver Badge
Silver Certificate and badge is awarded by NEXUS-MINDEF

For Gold Module
1. Total Defence Gold Certificate
2. Gold Badge
3. CPB Certificate

Both are awarded by NEXUS-MINDEF
, CPB certificate is awarded by SJAB.
